Nobody knew who Doktor Krow was. The only person who had seen his face was his man-servant and he had had his tongue removed (some say by Krow himself) so he wasn't telling. The Dktor could be found every night stalking the narrow, smog filled streets of the capital administering ill humour to anyone who crossed his path.
